As of April 1, 2025, the new zero-interest loan (PTZ) program applies to all geographic areas and now covers single-family homes as well as apartments.
Great news for first-time homebuyers and low- to middle-income households: the zero-interest loan program is evolving and becoming even more accessible. New single-family homes are making a comeback in the program, and it is now possible to take advantage of the zero-interest loan anywhere, with no geographic restrictions. New housing—both multi-family and single-family, apartments or houses—is eligible. These conditions will apply until December 31, 2027, and should enable a large number of households to become homeowners by purchasing their primary residence. Finance up to 50% of your new home
The zero-interest loan is a homebuyer assistance program that can cover up to 50% of the price of a new home. It allows you to finance part of the purchase of your primary residence without having to pay interest or application fees. This reduces both the total cost of your loan and its term. For a new house, the loan can cover between 10% and 30% of the total purchase price, depending on the buyer’s income. For new apartments, the zero-interest loan can finance between 20% and 50% of the purchase price, also depending on income. Decree No. 2025-299, published on March 30 in the Official Journal, specifies the maximum portion that can be financed by the zero-interest loan.

Zero-interest loan: What are the requirements?
To qualify for the zero-interest loan, your income must be below a certain threshold. The taxable income used for this calculation is that from the year two years prior (N-2). This amount depends on the municipality where your future home is located and the number of people who will be living there. Additionally, you must not have owned your primary residence during the two years preceding your loan application.
