The Denormandie program was established in certain eligible municipalities to encourage the renovation of older buildings into rental housing. It allows investors to receive an income tax deduction in exchange for purchasing an older property in need of renovation, with the intention of renting it out after the work is completed. This tax incentive applies to investments made through December 31, 2027, subject to several eligibility requirements.

The Denormandie Act: What Are the Eligibility Criteria?

Location: The property must be located in an eligible municipality, such as Voiron, which is in Zone B1.

The property: The investment must be in an older home requiring renovation work amounting to at least 25% of the total cost of the project, or approximately 33% of the purchase price.

Rental: The property must be rented unfurnished and used as a primary residence for a period of 6, 9, or 12 years.

Caps: Rents and tenants' income are capped

For example, in Zone B1, tenants’ taxable income must not exceed:

  • 36,144 for a single person;
  • €48,268 for a couple;
  • €58,043 for a couple with one child.

In Zone B1, rent is capped at €11.68 persquare meter of usable floor area, excluding utilities.

The tax benefit: This is an income tax reduction calculated based on the total cost of the transaction (purchase price and cost of renovations). The reduction rate varies depending on the length of the lease commitment:

  • 12% for 6 years;
  • 18% for 9 years;
  • 21% for 12 years.
